About the Speaker – Experienced as a Linux System administrator with a big interest in people, open source and developing. During the last years I have been working as a Linux System Administrator role been responsible for designing platforms, installing, configuring, and maintaining UNIX/Linux servers, monitoring and tuning the systems to achieve optimum levels of performance. Participating in developing highly complex solutions as SSO, Clusters, LB, network design and introducing best practices, tools organizational issues and developing tools to reduce manual work. Summary – In Privacy-aware Role Based Access Control model (P-RBAC) consisted seven core components, condition is one important entity which joined into policy evaluation process. Most policies are required multi-conditions with different parameters. This presentation shows the result of the research on P-RBAC for developing a policy administration and evaluation engine and also analyzed the dynamic conditions and designed this engine, based on XACML core model and it supports the XML-based access control policy. The engine was prototyped in Java with the support of JBoss Drools Experts, the rule evaluation tools, for policy evaluation. Finally, the results of experiment shown that engine be able to work with dynamic conditions as many as depended on policy assignment. Although, the techniques and methods are applied to solve the N-conditions problem could be used in the future needs for another two P-RBAC entities: Purposes and Obligations. The engine would be integrated with another system for high security purpose like health care system, social network system, and etc.

Summary – Do you wonder how the machine is able to translate from one human language to another? How does it learn the vocabularies and grammars of the specific language, i.e Khmer? Google is the popular site that provides many services. Among those, Google translate is the most useful service that helps people who are facing language barrier. Yet, Khmer language is not available in Google translate. Google translate uses the most advanced technique called Statistical Machine Translation (SMT) to teach the machine to learn how to translate human language. Hence, as experiment, we have developed an English-Khmer machine translation system by implementing that technique as well. It is only the first attempt, so our work still has limitation. therefore, we are willing to share our experiences with all of you the concept of SMT . This might help you explore more on automatic machine translation to make Khmer Language available and more accurate.

About the Speaker – We are the developers at Open Institute (OI) for SPICE project. We graduated Master of Computer Applications (MCA)​ from India. We have developed English-Khmer automatic machine translation for our dissertation with the eagerness of making Khmer machine translation possible.

He also ensures the correct localization of multimedia applications and manual for the education system. He has also been trained and has produced training materials of the use of Geographic Information Systems (GIS) in Khmer and has used them to train CSO and government staff.

About the Speaker – Mr. Sum Sithen, despite his Bachelor Degrees in French Studies (2003) and General Management (2009), has had a strong passion for film since high school. After working in sales and marketing from 2004 to 2009, he has developed his business and leadership skills before getting involved in the film industry in mid-2009. He then attended a three-month workshop by French-Cambodian filmmaker Chou Davy. The workshop resulted in two simultaneous projects: “Twin Diamonds” film production and “Golden Re-awakening of Cambodian Cinema”. This double event was organized by the same team of people, who decided to form an “official” collective called “Kon Khmer Koun Khmer” (Cambodian Films. Cambodian Generations.). By late 2009, the collective elected him as General Representative. Since the election, Mr. Sum Sithen has led the collective in a series of innovative projects/events: Sai’s Concert (2010), Cambodian Youth Arts Festival, Cambodia International Film Festival (2010), “Boyfriend” (15-mn drama – 2011), FilmCAMp (1-day film unconference – 2012). FilmCAMp has exposed Mr. Sum Sithen and his collective to many other film groups. As a result, Professor Chhay Bora, one of the judges for Chaktomuk Short Film Contest, initiated with him and other film professionals and lovers “Khmer Film Foundation” in August 2012. He was then nominated to serve as Temporary President. He is currently supervising new film projects/events from Kon Khmer Koun Khmer and Khmer Film Foundation.

Summary – Information and Communication Technology (ICT) is one of the first courses to be developed within EVEP. MoEYS has requested the Department of Curriculum Development to develop ICT courses for grades 11 and 12, aiming at giving the students after the two courses a better preparation to integrate themselves in a work place, communication and computer skills, and a clear idea of the careers that they can follow in the field of ICT. Recent studies in Cambodia show that while students consider that what they need to easily find a job are technical skills (English language and computer skills, mostly), prospective employees are looking for problem solving skills and self-confidence, to ensure that the adaptation of new employees to their business or organization will take place quickly. These potential employers consider that the skills that student have at present when they graduate from the general education system are quite deficient in technical knowledge, communication, critical thinking and confidence. In short, pure technical computer skills are not sufficient to help students adapt to a work environment and become useful within a reasonable period of time, as students do not know the tasks or the situations in which these skills will be used. This lack of knowledge, and the inability to adapt to new situations easily (low level of critical thinking and problem solving skills) make the adaptation of new employees to the work environment slow and costly for business.

About the Speaker – Kheng Piseth is a training manager for SPICE program funded by USAID and program manager for the KhmerOS and Open Schools program at the Open Institute. He graduates a Bachelor’s degree of Computer Science and Engineering from the Royal University of Phnom Penh (2005, Cambodia) and Master degree in Development Management from the Norton University (2010, Cambodia).
